I am
not an expert on this subject so don't quote me on this but I am pretty sure that the BCM and/or ECU does diagnostic checks on the airbags at certain speeds and conditions. It could be attempting to do a check on your air bag and shutting down your dash lights when it is not finding it. Would explain why it clears itself after you restart the car. If this is the case it should be throwing a code someplace.
Just an armchair theory that could be way off base.
