I looked the other day before posting this and there was no seam under the rocker where they would have done this. Carfax was clean with no accidents before I purchased it. (since then I have been hit twice by uninsured drivers..... Front and then more recently the rear quarter on the drivers side, which I have not fixed yet.)
I did check with a magnet for body filler but it stuck all the way up and down the rocker.
This morning I took the rear rubber flaps off and checked behind them, the drivers side is dry and the passengers is wet. Its looks hollow all the way down the rocker, couldn't find a flash light that I could see down the rocker while shining the light in it.

I think corrosion has got into the welded repair and is pushing the paint and bondo out. If it moves around when you push it, perhaps it's not even welded? Take a look at the lip under the rocker panel, you may see the join?
