I'm sorry about this, but that surely looks to me like the car has a replacement rear fender following a crash. That is where they would have joined the fender to the rocker panel. There is not a join in the panel in that area from the factory. The whole side of the car, including the A pillar, B pillar, rocker panel and rear fender is stamped from one sheet.
I think corrosion has got into the welded repair and is pushing the paint and bondo out. If it moves around when you push it, perhaps it's not even welded? Take a look at the lip under the rocker panel, you may see the join?
