Sorry dude but not 100% correct I learnt to drive in the UK 20 years ago and my instructor recommend the use of the HB until you are able to hill start without it.

Last I checked they are part of Europe and would never fail anybody for using HB. However if you rolled back too much they would fail you.

To be honest who cares, just have fun be save and enjoy it.
