No, it's as old as the handbrake. Been used since before the combustion engine was invented.
I used to drive big rigs in the mountains of Norway. So don't take me for a fool who can't drive, ok. That pisses me off.
Not saying you can't drive, as other have said the key word from the OP was is it NECESSARY, and the answer is no. It is preferable in certain situations yes, but not a necessity (some cases excluded). if steep incline you mean country mountain type roads than I will concede my point.
