Thing is, if they had charged $135 (which is still a lot of money for an inspection) and not had such a ridiculously high documentation fee, they probably would have gotten the sale, no questions asked.
They figure one or two people like the OP walking is a small price to pay if they can rip off most of the others and get away with it.
