For those worrying about costs to bring their struts to CS compliance, you can easily order a custom step spacer from a company like Misumi:

Here is one I quickly configured. Costs is about $23 each with a fairly short lead time. Install would require a bit of shaving around one of the strut mounting holes to get to 16.5, but we are only talking about .1mm of material diameter. You might even be able to just press it in depending on your actual measurements.

(For this part, Flange Thickness is 1mm, 19mm Diameter, bushing is 16.5mm OD, 14mm ID, Overall length is 4.5mm). Koni Strut flange is roughly 5mm thick.

Just one of the many low costs and easy solutions to consider...YMMV
