So this is a hypothetical kit then?
CARB stands for "California Air Resources Board", shorthand for smog legal or emissions compliant in states that care. These kits come with standard tunes that are generally conservative and have been so far reliable in my eyes on the aftermarket for the 86, you can always modify and custom tune later for more power, but they seem to align with your goals off the shelf with no need for futzing around with parts missing from the kit or poor fitment or any of the other foibles of a more custom setup and having someone locally tune it or e-tuning.
