My sister's husband just got his license two years ago, and my other sister's boyfriend doesn't drive.

If you live in the city, a car is an unnecessary expense that doesn't help you get around any faster. Unless you need to get somewhere that the trains and buses don't run, there's no real need for one. Even then, a zipcar may be the more sensible option than owning.
