I like the wording where they say "intention" to do something. So even if you didn't do it if they think you were planning it they can still grab you. Be pretty hard to prove what you "intended" to do but still a pain.

Right. So it's pretty much the same as here, then.
If the wrong cop in the wrong mood sees you at the wrong moment, your license is suspended for the 6 months it takes to save enough money to pay the fine.
I have this whole speech prepared for the day I have to go to court for practising figure-8's in an empty, icy parking lot. It will probably cost me a month or two extra, but it'll be worth it.
It starts with "Many traffic accidents could have been avoided if drivers were not so surprised over how their vehicles react when they suddenly have to brake hard or turn the steering wheel fast." The rest is obvious.
