Here's some options:

1) Wax windows
2) Wash with 90%+ rubbing alcohol
3) Check to see if tint is one that has these markings
4)wipe inside with alcohol
5) get a plastic scrubber like the metal ones truckers use for tires and use that lightly on window.

If all else fails: Get a new window!

First though, determine if marks are on window or in window. Try to lightly scrub them off with diff chemicals. Sometimes it's just a bit of paste from something, wax or human fluids.
