I had this happen to me as well. I opted for the brute force approach and just used the claw of a hammer and beat the shit out of it until it slid off the pipe.

A more rationale approach would have been to use a cut-off wheel on a dremel or drill and cut the bolt off between the pipe and the old tip. More sparks, less banging.
