Cutting metal, then bending it, then welding a triangle shaped piece to reinforce it.
There is also the reinforcement bars under. And then trying to get them to be symmetrical...

All that labor, paint, etc , it is cheaper to buy a hood with vents in them.
Or cut a hole and put a vent/duct in the hole.

It's only cheaper if you have free welding and fabrication.
