Yes, it would apply to diagnostic work as well.
Other than electrical diagnosis, where you're just checking where current is or isn't and what relays work, diagnosis usually involves removing and disassembling things.
So the shop would have to call the owner and tell him to continue the diagnostic steps they will have to remove the head, timing chain cover, or whatever and quote the owner a price for that.
