That's a possibility but it seems more likely the car is in the truck's blind spot on the right and the trucker goes to change lanes and doesn't see him, then just doesn't stop (I'm assuming hit and run since the comments on the video are trying to track down the truck).
I drive truck for a living and regardless of blind spot that would be the truckers fault. Lane changes should be relatively slow with lots of mirror checking. Now realistically it may not be his fault but that's not how the law would view it.
