I don't know why tuners make the KCA table flat unless its just convenience or to easily see knock if they cannot monitor flkc or IAM as you said

I used to think that KCA table had strange values but I believe the subaru engineers populate that table according to how knocky the engine is in different areas and how much timing and where they want timing to be removed when IAM drops.

so by moving timing from base to knock correction or the other way you can customise how IAM effects timing when it drops which can be usefull
