If I've read and understood the reporting correctly, you can run the pulley on 93 octane under street conditions, but you need E85 or 100+ octane for track conditions. That's straightforward enough, but if a higher spec clutch is also a must for track conditions (or even street conditions) then I'd like to confirm this for a proper set-up.

It's only necessary with E85. It's also necessary with E85 with the standard pulley and most supporting mod setups.
A clutch will either hold or not hold the torque output. As a general rule, we recommend a clutch for every E85 + JRSC car, as the stock clutch will usually not last long.
