Based on physics I'd say they don't increase HP, but might improve net or effective power, if that's the right term). By reducing moving mass in the drive train the engine can respond quicker to throttle input. In the end I believe the net result is same HP at same RPM on a dyno, but possibly a steeper curve on the graph reaching the same peak.

Just read the article. Under drive implies larger diameter pulleys, not necessarily lighter weight ones. As in putting less power to the water pump, alternator, etc in order to have more available to the flywheel. Possibly risky to the performance of the under driven components.
