Crash bolts for the front, an alignment to max out negative camber. I'd probably still go OFT too, that opens up value in a lot of ways on the affordable side...E85 for warmer months, and tunes as you add a header,etc. Enough to hold you over for a while.
If you're driving through a freezing winter be suite to budget in a proper winter tire setup. A set of used stock wheels can be had pretty cheap.
