This is how they do it in SCCA Club racing. Pretty common sense if you ask me. Extremely rare that any two "stock" cars will be on equal footing, thus its common in other types of racing to provide limited allowances to level the playing field.
Of course, doing it for all the cars allowed in any given Street Class would be crazy.
