It might not have a legal definition but some manufacturers pride themselves on the difference.
100 percent synthetic only uses base IV and V synthetic base oils while "Full Synthetic" can use as little or less of 10 percent of a IV base mixed with mineral based oils (I, II and III) and still be called "synthetic" thanks to Castrol back in 1999.
Can somebody out there be calling their product "100 percent synthetic" while using a mineral base? Sure, that where research into a product comes into play. That's why when a lot of people look into buying an American car, after research they are surprised that on the top of the list is a Toyota Camry.
