Water spots come from mineral deposits that are left once water is dried. Depending on the severity, it might have to get polished out. More info about it here:

Never, ever, ever EVER use the chemicals and/or water provided by a local car wash. Here's a quote I pulled from a different thread, if you're serious about keeping the paint in good shape it's time to start learning. One bad wash and it's back to swirl city.
