I like the suggestion of keeping the car stock and making sure you know what you want to upgrade. Take it to the track/autox, have fun, and discover what the car is capable of. Also figure out if you're pretty happy with the power, or will want to go FI.
But if you're confident you just want to tighten up the handling and fill the torque dip, here's how I'd spend $4k:
1) Borla UEL header - $650
2) Drop-in filter - $50
3) Custom tune - $700
4) Michelin Pilot Super Sport 225/45/17 - $600
5) TSW Nurburgring 17x8 - $1000
6) Front camber bolts - $20
7) Performance alignment - $100
8) Stoptech brake pads - $110
9) ATE type 200 brake fluid - $20
Total: $3250
Then use the rest on track days and having fun.
