While on the way to LAX, saw an OEM ultramarine frs with no front plate driving on 60 west between Hacienda Blvd and 7th Ave in Hacienda Hts around 7:06am in the morning on July 2 thursday. The frs then changed to 605 south continued driving around the slowest lane passed Washington Blvd in Whittier. Hispanic / Caucasian female driver:
