TCS uses rear wheel speed sensors to detect slippage (difference between wheel sensor pulse frequency > some threshold) and then it will retard timing to reduce engine torque. It might also reduce throttle plate position, but that response would be much slower than timing.
For Vehicle Stability Control it uses a lot more inputs such as Steering wheel position, yaw rate, lateral acceleration, throttle input (intent), AND wheel speed sensors.
It will intervene in a VSC situation buy applying brakes to the appropriate wheel using the ABS system.
