I just hand tighten my bolts too. There's not really a definitive amount of torque to put them at. That's what checking for leaks is for! It's good to go back and re-tighten them after a heat cycle though just to check. Just don't go too tight and strip the nut.

I would just follow the overpipe with my finger and feeling for clearance if you cannot see it. If something feels quite a bit less than letting your finger go by, then you probably found your issue and may need to adjust a little bit.

Did you tighten starting from header to overpipe end first?
