I talked with Scion of America about Pure Pricing this morning. Directly from them, it's up to the dealer Customer Service Manager to enforce pure pricing. They won't do anything about it if a dealer is breaking those rules.
Essentially what he told me was that Pure Pricing really just means the window sticker price cannot be reduced through customer negotiation and it's up to the individual dealer to police itself about pure pricing and make its own interpretation of the pure pricing rules.
