That sounds pretty bad but the unfortunate truth. CHP can't do much unless they are there and see it happen (which on occasion they are, thanks to us "enthusiasts"
)
One of the main things I learned while riding is that everybody is out to get you, so the key is to look out for yourself. Keep your car on your side, eyes-up, scan ahead and drive at a pace where you can both have fun but be prepared to make an emergency stop or swerve out of the way if you have to. Save that red mist for controlled environments, ie auto-x or track.
