The reason why it can't be registered in CA is because this car was imported (to Motorex in CA who was probably the importer) and doesn't comply with the U.S. Federal Motor Vehicle Safety Standards, since they were never sold here in the US therefore never tested.
Anything 25 years or older (after manufacturing date) do not need to comply with the USFMVSS and therefore can be registered in CA.

edit:
CA has EPA emissions that are stricter than federal law. The car being registered still has to pass CA EPA emissions unless the car is older than 1975 (which won't be the case for this GTR).
