The 3M stuff with the red backing is the way to go. They are used to be called VHB or Very High Bond Tape, when my old man worked for 3M back in the day he told me the stuff is made out of neoprene and the adhesive is pressure sensitive activation. You need to press down hard for like a minute to install, then leave it for 24 hours to become permanent. I think there are different grades of this stuff available.
My STI gurney flap comes with the 3M red backing tape already applied to it, but it also comes with 2 plastic pegs to secure both sides onto the spoiler (I drilled the spoiler top to install them).
So I'm sure you need both clips and tape to work together as a system for these type of stuff.
