Not really. If you need to get somewhere, you'll be above it. If you're just cruising in that rpm range, there's still enough oomph to get up and go, just not as much as if you were to downshift.
If it really bothers you after you've been driving the car for a while, a stage 1 flash minimizes it, and a stage 2 flash with header completely eliminates it.
