WA State: Takes unsecured loads seriously.

Big fines can be assessed by failure to secure load (or cover). In cases it is also a crime.

If unsecured load causes damage to another vehicle and the owner of the other vehicle files a report then the driver (or company) of "at fault" vehicle can be fined and charged with a misdemeanor.

If debris from unsecured load causes physical injury to another person, the driver of the vehicle "at fault" can be charged with a felony. Like if lumber falls off a truck and injures a motorcycle rider, or causes a car crash resulting in injury.

The reason I know these things is because I had WSDOT and a friendly officer explain them to me while I was parked on the side of the road in 2011.
