I blame everybody who enforces it or supports it in any way.

How is this a power tripping issue with the officer? If anything, blame the state legislature and CalTrans... to just blame the person applying the law is the wrong way to resolve this.

I blame the officers who swore an oath to support and defend the constitution.
I blame the legislators who did the same.
I blame the members of the populace, who say and have the attitude, that's just the way it is deal with it.
I blame CARB, I blame the politicians and the scientists who fudge data to get more funding.
I blame the oil companies for suppressing technologies.
I blame car companies for investing in the oil industry.
I even blame myself for being recalcitrant to do more than I have.

p.s. I'm starting to wonder if you might not be employed by the state with a position contingent upon CARB...
