If I'm reading correctly, OP isn't really saying the car feels slow. He's saying that the car feels capable at all speeds, so that when you're going fast the car still feels like it can handle it. I know that feeling. Other cars start to feel more dangerous at higher speeds, but this one feels like you're still in complete control.
To me, it makes this car feel "fast" rather than "slow," even though I think we're experiencing the same phenomenon. It's all in your frame of reference.
