This is the site with all of this year's events. If you click on the event link you will get a link to registration. You can just show up but you pay an extra $5.
Packwood is a town in Washington. Google this and you will see the evidence of clubs who run there.

I always stay for both days and there is a very nice campground available, hotels that are actually clean and decent, and if you want to go low budget, we are allowed to camp in the same property we race at. There is a hangar that offers plenty of space for cars and tents. I am a regular at the Crest Trail Hotel.
