There's a good amount of clearance. I think you could easily make an enclosure.
I'm not too worried about losing the phone back there, because there is a metal brace that runs under the radio, and would probably stop it. Also, with my phone, since the phone still sticks out of the pocket by about 3/4" or so, I don't think the phone would be able to pivot above the L. With a smaller phone, perhaps, but I would make sure to test it out with your personal device as you build it.
