But honestly i have been looking all over for the regulations of bolting in your own seat. Honestly i would be more for this solution then any other and then when they get big enough bolting in a new seat. any one know the legal issues if any of this...or safety issues?

The problem with rear facing seat is that it points forward with a certain angle. With that, whether it be a convertible or seat with latched base, will interfere the front seat back. That is the unfortunate truth. So if you want to squeeze in three people including the little one, the front passenger needs to sit straight or even in a hunched back situation. The latter case is not really safe if, god forbidden, an accident happens and the front air bag needs to be deployed.
