As far as a shop, standard rate for shop saround here is between 75-100 an hour and just about any shop will quote you an hour per wheel.. So thats pretty fucking insane for the springs.

I just checked the bill of my toyota workshop from last week and can confirm that, they charged around three hours in total for it. It was part of a larger job, so it might differ a bit if done by itself.
