I haven't dealt with this at Subaru, but with my Jeep, whenever I need a part from the dealership, the guy at the parts counter won't even talk to me without a VIN number. The way they explained it to me was that they went to that system to avoid handing out the wrong part and having to deal with returns. As the mods to my Jeep get more extreme, their system doesn't always work all that well.
So if these people were trying to buy a part or accessory for their daughter, perhaps as a birthday present or other surprise, they may have run into the same issue when they called the dealership parts department. Most of us on this forum are car people and would just get the part number ourselves and order it elsewhere, but others who are not car people might not know where else to go except the dealership. So they think they need a VIN number to buy the parts, but they don't want to ask their daughter for it because it would ruin the surprise.
Or maybe they were up to something.
Either way, I wouldn't have given them the number. What I would do is ask to see a picture of their daughter, and if she was hot, I would offer to help them order the part they wanted.
