I went one step further since mine was a first delivery (First 86). I made the dealer add it to the preorder agreement and state that if it was installed they would replace the front bumper. I'm the opposite, having never lived in a place that requires them. I have had cars with them mounted, so I usually add some type of goofy tag rather than leaving it empty though. I think it looks worse empty than with something on it.
