Very hard with out seeing it in person.
I use several steps: (in this order)(I try the least avasive first)

1-try a bug/tar or Goo Gone remove (shake the bottle, apply and let it stay on the stain for a few minutes)
2-try a paint restorer/cleaner wax
3-try a polishing compound (if you have a buffing wheel, SLOW speed and keep it moving around don't just keep it spinning in the same spot)(the orbital unit is not the best, they will leave scratches)
4-try a rubbing compound (SLOW speed, same process as the polishing, keep it moving around)
5-If you have to use the rubbing compound, go back with the polishing compound to remove any scratches you may have added.
6-Apply a Glaze
7-Apply carnauba wax
8-high speed whole bonnet
