OPEC is made up of American's, Russian's, UAE representatives, Venezuelan's and any other oil rich countries. They have a huge conference I think every month and just 'speculate' (fancy word for guessing) on how the profit margins are going to be. It's not just Arabian's. Iran, Russia, and all the Evil countries will never have a war waged against them. They have the oil. Sad but true.
