Manufacturers usually farm out the port install stuff to other companies and it's possible whomever they contract it to can't install the parts on vehicles coming into the SE. Subaru has a port in Savannah, I don't know about Toyota/Scion.
Not sure if it throws a wrench into things or not. I'll try calling the dealer nearby tomorrow and see what they say. I talked to a guy last week about it and he seemed to think you could order the parts on the car, but you never know with dealer sales guys.

There are select regions that have limited autonomy from Mother Toyota when it comes to accessory planning and marketing, SE Toyota being an example. SE Toyota has been subcontracted out by Toyota to handle their own localization/distribution/marketing. For the most part, Toyota Motor Sales controls everywhere else and is an actual subsidiary of Toyota Motor Corporation (Japan). For the majority of us here in the US, what we get offered to us are Toyota products of from TMS.
Southeast Toyota and Gulf States are private distributors.
Select regions have their own control, thus you find Lone Star State badges on trucks in Texas and sometimes different floor mats in Canada (both examples of PPOs done at their local ports). Those select regions have a choice to accept what they want from the TMS approved factory port options, or can decide to make their own.
In the case of the TRD performance options we are talking about, it is very possible that those regions just didn't have interest in the accessories TMS was offering. Thus you may find them missing.
Regardless, all things from TMS are considered to be the official voice of Toyota. The same cannot be said for publications from SE Toyota.
