Are you letting car idle for at least a minute after re-flash as cams are locked intill ecu has done some kind of checks after reflash.

Oil or coolant temp might also have to be to some value before vvt active.

The tables you see in romraider or ecutek ect are only the "discovered" tables and their are possibly hundreds of undiscovered tables or parameters thet are still unknown.
