VVT Angle and throttle % (OFT)

So I just got my OFT today and have been experimenting with some maps. I have been testing out VVT cam angles at idle and I keep running into this really weird situation. I will try to explain the best I can, so bear with me

At idle (0% throttle and ~.20 engine load) I have changed the vvt cam angle (both intake and exhaust). However, when I flash the tune and the car enters closed loop, I see NOTHING happen. The only time my values are ever actually used is when I press the throttle ever so slightly (not even enough to bump the value up 1%, but the rpm's do go up by less than 100).

Is there some value that basically limits vvt at absolute 0% throttle? I have searched up and down all these values and can't find anything relating to that.

http://forums.nasioc.com/forums/show....php?t=2573995 This thread provides some insight. It appears as though one of two things could be happening here:

1) AVCS is not active because the oil pressure drops once the engine enters closed loop. Since the threshold is (apparently) a higher value than what the pressure is at idle, AVCS will not do anything unless the throttle is depressed even slightly.

2) AVCS is not active because of a neutral switch (I assume both park and neutral are considered the same thing).
