I'm also having this exact same issue. I ordered the module pretty early (2/17), so it might be one of the few defective batches. Of course, the engine was running, parking brake disengaged and installed correctly.

Parking brake is down assuming manual car? Or in Neutral/Drive with parking brake down in automatic.
