I think you're wrong about that. Some "hypermilers" can get well over 10 mpg more than rated.
My 1998 Honda Civic has 208k miles on it and gets 40 to 42 mpg on the highway.. EPA rating is 34. I don't even try to eek out every mpg.. I just drive it normal.
I don't know about the FRS/BRZ because I don't have one yet.. but I wouldn't be surprised to hear people getting close to 40 mpg if they really work at it.
