I think hundreds of thousands of previous owners subsidized these costs not only for our cars but for warranty work, recalls, non-recoverable engineering overhead, blah, blah, blah across all of Toyota's and Fuji's vast product line.
Granted, it wasn't anticipated but someone would have already redesigned the pump if it was determined to be the less costly route.
