Stop over thinking all of it and buy the car first. Then, buy one of the FI CARB kits available. Figure out the rest on how to operate around the CARB rules or chase an imaginary number that you can't achieve legally. The reason you get the JRSC kit is for reliability--especially if installed by CSG. You gotta pay to play.
