Younger buyers typically aren't in a sound enough financial situation for new car purchases to make sense so they end up buying used models which are obviously cheaper. And that is not reflected in that chart.
The first chart is new buyers, the second chart is registered owners, at least according the Polk website.

The other piece of it is the manufacturers don't care about the median age of used car buyers, although dealers might.
